May I suggest the individual needs to have a bit of the cute hoorism about them, that i have no doubt, is abundant in the other provinces. The amount of politicking going on down there in D4 would probably put 'Yes Minister' to shame. Do you think the staff of D4 are working for the greater good of Irish rugby or do you think some of their decisions are tainted by their bias for their home province? Would they be put under pressure from the appartachiks in their own province, being an inside man? How many Ulstermen are down there involved with the decisions being made? To me a CEO is a person who has an eye for picking the best people and putting them in the right positions, letting the get on with it and backing them.
They need to have the minerals to stand up to d4 and the acumen to handle them.
I don't need to hear them or see them but just someone who is not interested in self promotion but only in the interest of the club.
Integrity and trust needs to be established.
I think Ulster should appoint a unicorn.

You employ specialist coaches (and considerable expense) to run the rugby operations. Let them do their job. If you don't trust them to do the job, then remove them and replace them with someone you do trust.

If Les Kiss had won us the league this year, would this discussion be occurring? Logan appointed head coaches (and coaching teams) over his time here, ultimately his decisions for which he carries the responsibility of failure.
