I think we're saying that he can if he joins a club in Munster, he can't if he joins a club in England, and we don't know what applies to Clubs in Ulster Branch jurisdiction

They are the people with responsibility for Rugby in Ulster so it is they who provide guidance to the clubs. Either contact UB directly or make enquiries at your local club. Not all clubs have youth teams at all age ranges so it may actually be a moot point if you just intend to bring him to play at your local club. He may just have to play in whatever team can accommodate him at his age.

A big pat on the back for the person providing the information.
Presumably it was from a dedicated volunteer involved in club matters within the Branch.
To have done so on (presumably) a Saturday should not go un-noticed either. :salut:

Did the email indicate the date which determines these matters within the Branch?
