In order, as much as anything else, to revive this area I thought I would start a thread on the above.
A lot of contradictory posting on this - does anyone actual know the true situation ?

is he isn't he what? this could be a fun game...

he is a back-row but he's not a scrum half
he is an animal but he's not a vegetable/mineral
he doesn't have 3 legs but he's the longest in the shower
he wears chuck norris pjs but he's afraid of stephen ferris

Possibly Horua himself but not necessarily as it may not be anything to do with him that makes him not sure
My own personal opinion and nothing to do with dogs is he will now not be joining Ulster.
Sheepdogs opinion , will not be coming.
Beagle hounds opinion, where is the food :P
Basenjis opinion: no comment.

Speaking to a senior player recently who said he thought he was coming, but there was a visa or contract problem. Sounded like an official party line..... Same player was surprised we has signed a backrower at all as he felt there are other areas in which the need is greater.

Looks like the chap is staying where he is, so just speculating:
A. Horua was a MW signing and was only coming here to work with Matt.
B. New coach, new priorities, doesn't need a flanker.
C. 1F will be back sooner than expected so the cover isn't needed.
D. Ulster are skint and can't afford him
E. None of the above
F. All of the above

were u actually speaking to a senior player?
or are u still listening to the dogs but pretending u know something?

and by "senior player" do u mean someone who has been in squad for a few years, or is older than the average squad man, or has some international experience, or what? take it you dont mean a paul marshall or ian whitten?

if there's a visa problem is this the same situation all over with filo? someone who isnt an international not able to get a work permit? and maybe after 4 years of trying UR have finally learnt their lesson on this one?

I agreed with him and said that I feel we need an experienced flyhalf who can control a game....He didn't disagree with me and the conversation moved on to Justin Harrison.

not disagreeing with you isnt the same as agreeing with you.

wasnt 'in' on the conversation and therefore not aware of the tone etc,

but could it have been the case that he wasnt going to confirm/deny anything controversial or something that is a team matter only? the fact he gave what has been called "the party line" might suggest he's not going to spill the beans or reveal anything that rightly or wrongly should remain within ulster rugby

did he say anything about justin keeping his nose close to the party line?

without knowing who you are makes it difficult to say precisely
however, assuming that you're not a player or person involved with UR on a professional basis, i think it's entirely likely that the senior player mentioned may not give a specific answer either way on a question

you ask about out-half
just because he doesnt agree with you does not necessarily indicate that he thinks you're talking sense
he may not give an answer simply to not allow the conversation to continue along the same lines.
subject change - so what about harrison???
