The Rugby Europe meeting to discuss the Belgium Spain game etc has been put back till next week to gather more information.

World Rugby wanted Belgium-Spain to be replayed. Player eligibility issues however have meant an independent review has been set up to go through all the potential cases. Separate judicial panel handling Spain's conduct at the final whistle.

Rugby Europe Independent Judicial Committee met on Tuesday, April 17th, 2018 to consider the cases of the Spanish rugby players cited for the overflow at the end of the 2018 Rugby Europe Championship game between Belgium and Spain, played on March 18th 2018.

Chaired by Professor Lorne Crerar (Scotland), assisted by Mr Jean-Claude Legendre (France) and Mr Aliaksandr Danilevich (Belarus), the Independent Committee has convened the following players: Pierre Barthère, Mathieu Belie, Lucas Guillaume, Guillaume Rouet, Sébastien Rouet as well as the Spanish Rugby Union’s representatives (F.E.R).

After considering the charges against each player and the F.E.R., the Committee heard the arguments and evidences of all parties.

After deliberations, the Judicial Committee has issued the following sanctions:

Guillaume ROUET (n°9): physical abuse of a Match Official and verbal abuse: 36 weeks
Sébastien ROUET (n°20): physical abuse of a Match Official and verbal abuse: 43 weeks
Pierre BARTHERE (n°6): threatening actions/words at a Match Official: 14 weeks
Lucas GUILLAUME (n°7): threatening actions/words at a Match Official: 14 weeks
Mathieu BELIE (n°10): threatening actions/words at a Match Official: 14 weeks



These sanctions are applicable immediately for all players’ rugby activities (clubs and national teams).

Players have the right of appeal within 7 days of receipt of the written decision.

The misconduct complaint against the Spanish Rugby Union was suspended and a further hearing date will be set.
If this is the only outcome of this I'm disgusted. Agree fully with the sentences but the match fixing allegation is much more than an allegation.

Those are the bans for the reaction of the Spanish lads after the final whistle. WR panels still to decide on player eligibility issues (who will be D'Q) and then whether the game will be replayed based on the referee's performance. Both Romania and Spain are part of the player eligibility investigation.

I wonder will any have to flee Spain, being forced to emigrate for little or nothing seems de rigueur these days. I wish some of t'lads had booted the ref up and down the pitch.

German Rugby Union reporting that Spain, Romania and Belgium have been deducted points for fielding ineligible players and are out of RWC 2019. Russia qualify automatically, going into Ireland's group with Germany and Portugal playing off to face Samoa. The winner of the Samoa playoff game will also go into Ireland's group.

Confirmed by World Rugby. All 3 countries fielded at least one ineligible player on at least 6 occasions during the 2017/2018 Qualification Period and were docked 5 points for each occasion.

So turns out Belgium had played 5 ineligible players over the 2017/18 Rugby Europe Championship which partly doubled up as the RWC 2019 qualifying event. All 5 had Belgian great grandparents, but not grandparents so could not play. They were fined £25,000/player.

Spain had 2 players who had been "captured". One played for France 20s v Wales 20s in 2008 and one in the same game in 2012. France and Wales were using the 20s as their next senior side in those years. They were also fined £25,000/player.

Romania had 1 player who had been "captured". Had previously played for the Tongan 7s side. They were fined £100,000/player as they are on the World Rugby Council.

So Spain and Romania are appealing the decision re player eligibility.

Spain is appealing the decision of the independent Disputes Committee which: (i) decided that the match between Belgium versus Spain should not be replayed; and (ii) found that two ineligible players were fielded during the European Rugby World Cup 2019 qualification process.

“While admitting to a breach of World Rugby Regulation 8 relating to fielding an ineligible player who was previously captured by another union, Romania has confirmed that it is appealing the sanction,” read a statement from World Rugby.


Being heard on Friday. Germany and Portugal are due to play their playoff on June 16 to decide who faces Samoa in the 2 leg playoff for the RWC spot. 1st leg scheduled for June 30.
