The Irfu only have a stake because the sides are representative ie the players are members of clubs in which the Irfu have no stake but do have control because they are affiliated to their provinces -- It is the players who are paid by the Irfu through the provinces .
The provinces being managed by committees of local representatives of the Clubs within that Province .
The Irfu interest is basically similar to that each countries governing body -- but also being the pay master funding each province. it has influence without full control.
