With Archer and Ryan both being 35, and Knox set to leave/be discarded, Jager to Munster is a good fit.

Why would Jager want to come here to be 3rd choice behind Moore and O'Toole

Jager is not even that good. He is a decent player but his ability is being inflated because he happens to play in New Zealand for the Crusaders which is unusual for an Irish-born player.

O'Toole is better, and Moore is also better if we assume he can get over his injury and get back to his previous levels.
