Does he have any Irish blood in him that could have allowed him to play for Ireland? If not, how did he get to Ulster in the first place?

He came to Ulster in 2017, so was going to be IQ'd, but had to stay in South Africa too long during COVID. There are exceptions allowed to this so would have been ok for Ireland. Unlikely to get capped by Ireland probably with the hooker situation short term, Wales is a better bet for him, but does mean he will probably join Cardiff / Ospreys next season.
