There wasn't much in it but it was to the top of the chest not the bottom of the neck in my view.
Fair tackle he got levelled such it up carry on no concussion issues either

Unless you were at the game you cannot appreciate the ferocity of the impact in which he caught him just under the chin. I'm happy to get my knickers in a twist advocating for player welfare.
