Yellow and Red Cards

Would love to know what percentage of matches go the whole 80 minutes with no yellow and red cards, beginning to think they are a blight on the game and reduce the enjoyment of a match as a spectacle. I get there are instances when it is justified, I think World Rugby need to look at the other sanctions available where possible.
As an example the Australian prop got yellow carded for a scrum penalty after just coming on in the Welsh match putting them down to 13 men. 13 men v 15 men isn't fun either as a contest or in terms of the tactics the team at the player disadvantage is going to employ. I would have preferred for a scrum penalty that it was given as a simple penalty or, if the ref thought it was part of a trend, march the team back 10 yards as an extra sanction. Especially for scrum penalties where it can come down to interpretation, and in instances where one team is massively overmatched in the scrum is giving the weak team prop a yellow card really going to make it a more enjoyable contest?
In the Ulster match the cynical infringement of Sam Carter preventing a quick penalty I guess 10 yards and a penalty isn't sufficient, could they consider allowing the ref to march a team 20 yards rather than a yellow? Thoughts?

But then Wales didn't scrum the penalty, which you would expect would have allowed them to play 12 men for 3 or 4 minutes.

Actually thought that was a simple straight red, but the whole latching thing is another issue, would need to look at it again.

I have to say, I'd always be looking for mitigation of some sort, if the BC is effectively leading with his head (i.e. bent forward, so that his head gets to the tackler first), and the latch for me, would be enough.

Interesting topic. Maybe a bit off the wall but what about awarding 1pt to opposition instead of yellow and 5pts instead of a red? This might end cynical foul play and make teams tighten up on discipline. More entertaining for crowd and keeps 15 a side. Downside would be more pressure on officials in making calls and possible increased decision time.
