Some guy has it on bakebook that Ulster rugby have set a terrace capacity of 3.3 persons per 1 metre square against the health and safety exec maximum allowance of 4.5 persons per metre square. Therefore opportunity is there to increase terrace capacity. Not sure for those who dwell on the terrace ...

There needs to be a system whereby consistent failings can be openly challenged by club officials and the referees can be subject to penalty for failing to achieve set standards. Without proper systems it becomes little more than a closed club with referees judging fellow referees. I know as fans we...
