The 'flying wedge' was banned in the late 70s/early 80s (IIRC). I'm not sure if its use in open play (as opposed to a tap penalty/free) is covered by the law, I think that is one for ref interpretation. But the letter of the law would suggest that binding to the ball carrier before the tackle is ill...
