Anyway I thought it was practically respectable to be a gangster in Japan. They like everyone else there conform to strict codes of conduct and only break the law within parameters agreed with the police.

I think that you'd end up with too many drop goals like I believe they had in France in the recent past.
Get to the 22, go for a drop goal, it's boring.
