Montpellier last year and Gloucester this year deliberately sent understrength teams to play Leinster in Dublin. They don't appear to have the sycophantic weakness exhibited by Ulster Rugby towards rugby "authorities".

No doubt Ulster Rugby will "take the learnings going forward". The hope is no doubt a forlorn one that sometime instead of putting their trust in Jesus they might actually raise the bottle to object to the inequitable standards of refereeing, disciplinary procedure outcomes and pitch asses...
