When you share your ground with greyhounds you're unlikely to ideas about yourself.

In 2015, there were 1642 greyhound race meetings with an aggregate attendence of 641,622.
That works out at an average of 387 per meeting.
What would they be doing in a stadium that can hold 12,000?
If they got rid of the greyhounds they could put in a 12k stadium that looks the part rather than a wind tunnel with a stand on either side..
If they were really ambitious the city could do something like that Hungarian stadium that would be a tourist attraction in its own right.

If you have ever been in the Sportsground on a wet windy night you will know why they have that design rather than the Hungarian one.

How many rugby matches were there in Ulster in 2015? What was the average crowd? How can you justify Ravenhill?

In your case BR, I fear I must reference the bullshit asymmetry principle.

Is that the number of meetings in Galway?

If so, that means over 30 meetings per week, or 4-5 meetings EVERY day (including weekends/Sundays)?

Are you sure that's not the number of races, and if for example, there were 10 races per meeting, that means an average of nearly 4,000 per meeting.

Answered your own question, you haven't been there Image
There was a famous conversion in front of the posts one night when the rain and wind was coming straight from New York with only a seagull to break it when the ball headed for the posts then turned and landed behind the kicker back into the 22, TMO was required to see if the ball actually went over the crossbar before it's return journey and yes it just made it.
The same wind would have the roof of that Hungarian stand somewhere around Athlone or Mullingar, the present or new glass fronted one provides very welcome shelter on those sort of nights.

It's actually an average of 391 (rounded to the nearest whole number)
You can't even divide your own numbers

If they got rid of the greyhounds they'd struggle to get much funding, never mind enough.

The rest has been answered by some wise owls.....and Grumps. :D It is not about ambition.

Maybe you're right, in any event that's what they're building, cheap and nasty it's to be. 'tis the Irish way.

No, that is the number in Ireland. Hence my 'bullshit' analogy of trying to justify the capacity of Ravenhill by looking at the average attendance of matches in Ulster.

The greyhound people seem to have no bother getting government money all right. They even got the state to buy harold's cross of them for double its value to make up for throwing away millions on a white elephant greyhound stadium in Limerick (deja vu? )
