it is quite hard to follow but it seems to be quite restrictive as not only your own province but also Leinster and Munster seem to be part of he equation.

Amazed this is the first chat about this, seems a terrible setup for Ulster, with basically no stated rules for which province gets to sign a NIQ player, rather the IRFU decides who is 'in most need' - define that! Does that mean Ulster need help to get out of heineken pools, or Munster need help to win the cup??

Lots of scope for being shafted here!

Time to offer Pienaar and afoa a 10year extension!

And I disagree about Conacht being exempt- surely their financing is on the basis of them being a breeding ground for Irish rugby!
