Amazed this is the first chat about this, seems a terrible setup for Ulster, with basically no stated rules for which province gets to sign a NIQ player, rather the IRFU decides who is 'in most need' - define that! Does that mean Ulster need help to get out of heineken pools, or Munster need help to win the cup??

And I disagree about Conacht being exempt- surely their financing is on the basis of them being a breeding ground for Irish rugby!
