The demise of English Rugby has been foretold since prior to the Lions tour
The PRL sweat their assets worse than any other league and it is now having a detrimental effect on the quality of rugby across Europe

If those in charge had a shred of vision, they'd see the long term future only ends up in their demise (akin to wendyball).
The next club that is going to the wall*, the RFU should step in and buy them for a song. Rinse and repeat* until they are in a position to buy out the last few clubs.
*given the finances over there, shouldn't take too long.

They need to disband the aviva boshiership. Keep a handful of clubs and petition the pro 14 to make a 'B' league for second tier clubs.
