A quick check and it appears Tom Willis signed a contract ahead of 2019/20 season so may be out of contract this summer and, given the back row competition for England, may view Ireland as providing more chance of international caps.

May be some wishful thinking, but he was dropped from the last squad and may feel this world Cup cycle is not going to work out with underhill, curry and Billy locked in. Never mind the players learning the laws --- 2/3 of the game of rugby is how to beat the laws.. which is easy- peasy because none of the refs do or only apply them 1/2 the time.
