If the irfu are happy for 4 out of 5 outhalfs to sit in leinster and it not affect their international chances, then they must allow ulster to sign a ten. It is too important a position to be hoping someone will work out. Cooney has perhaps one or two seasons left, doak could have nailed down the 9 Jersey for the next 10 years. Instead we get his development as a 9 stalled and in need of someone to replace cooney.
Would ulster have faired any worse with flannery playing the last 4 games and doak / cooney sharing the responsibility at 9?

Was thinking the same earlier. The irfu policy only makes sense/works where there is willing movement between provinces.

Wouldn’t surprise me if it turns out Ulster cannot afford anyone, or if they sign a FH it’ll be some random geezer no-one has heard off.
