Yes they may allow Westerners to drink and do much of what they like in their swanky hotels, built essentially by slaves from poorer countries and okay, their propensity for the backsides of their children may make a priest blanche, but for me you are looking at two sides of the same coin, a few rich "royal" families, who rule by torture & terror, but with a slightly more appealing demeanor than the hated Saudis. It's not uncommon for them to have a King, Prime Minister & Defence Minister, all the same man - I suppose they think it works for God, Jesus & thon Ghost.

It's their way of life, plebs all tribal so rule them seriously tough, everyone knows the rules and step outside and you tend to get punished/vanished. It is a system that works over there and has done for years the problems start when Western values are attempted to be forced on them. Saudis are the strictest regime left over there, the Emirates guys let Christians, Jews etc worship in their own churches just don't go preaching on the street trying to convert others and you are fine. I know people who work in both Saudi and UAE and the UAE ones say that it is pretty easy to abide by the rules and have a good life while Saudi is far more strict in what can be done and you are always thinking more about keeping out of trouble.
Live by the rules and you are fine in either place, step outside and you are fair game for the range of punishment they apply
