I don't think it is so much about being amateurs, but more about the accountability and responsibility of the people to whom the CEO is reporting into. For example, the CEO of a charity will report into trustees, who are "amateurs" (they aren't getting paid) but there is a formal process to appoint a trustee and they have legal responsibilities for their role.
