Does anyone know where I could have a 2d animated video made, lasting about 4:10, with pre-existing music to be added?

I understand that although the company is in Qatar, his agent works out of Switzerland ...... name of Seppy Blatto or something like that. Has brought a lot of work into Qatar apparently.
