If it looks like we have, at best, four competitive teams in Ireland, four in Wales, two in Scotland and one in Italy, is there an argument for having a club side from each of, say, nine tier two nations in Europe and allowing that club side to be loaded with the best players available in-country as a sort of development club for the national side?

Maybe I'm drinking too much but just saw a Dragons penalty being kicked to touch, the Scarlets player who was off the field of play then jumped up, caught it and then threw it back into the field of play and everyone played on. Surely if you are initially in touch you can't jump up and magically not be in touch?
