The TMO can identify the matter to be reviewed but thereafter the decision must be made by the referee ASSISTED by TMO

A further concern is whether this is an isolated incident or will all NH teams face the same issue if they are about to beat a SA team on SA soil.

tis incident was undoubtedly cheating/lying by the TMO. Reid has the ball and the Stormer hits the ball soo it dislodges forwards from him - a knock-on, deliberately so. But the TMO said to the ref that the Stormer dislodged the ball by hitting Reid's arm - therefore a knock-on by Reid - therefore a Stormers scrum.
So the TMO lied to the referee and it can only have been a deliberate lie.
As said before, it was an act of foul play preventing a certain try - whether accidental or not.
Therefore the correct decision was for a penalty try.
No other rationale is valid.

No need for a PT (despite the obvious advantage of the automatic goal and YC). As a someone who's just a fan and not well versed in the rules it looked quite. Simple. The reason Reid "dropped" the ball if you really want to call it was because a stormer knocked it out of his hand. Also the ball never went forward in the process. Therefore clearly a try, eventually penalty try...never a scrum to the stormers

ie if Ulster had won would they qualify to play at home
If Stroomers had lost would they have failed to qualify for the play offs
If the positions in the league table are not affected than a review of the result is unnecessary
