Noticed a change when I went to the User control panel to change my settings back to GMT. There is now a radio button to select whether DST is in effect or not. I guess the only difference this makes is that you can now set your timezone to GMT (or whatever is appropriate) and then use the radio button twice a year to select whether DST is in effect.

The forum time is still displaying summer time (UTC [DST]).
The 'mod' on this thread seems to automatically alter the time zone. Not sure if it works on the version of phpBB this forum uses though
