Samoa is a Tier 2 country OK but Samoan players still need work permits.
This from the UK Border Agency website today and is specific to the 2008/09 season. To get the work permit:-
They must have started at least one full international match (15-a-side), during the 15 months immediately prior to the date of the work permit application.

on a serious note, when is he actually goin to get game time, he will be down the pecking order and will have to prove himself.
Can he cover backrow? hes faster than MMc and flys into tackles, cant wait to see him regularly and im sure he will be an instant cult hero, the cheer he got when he came on in the friendly last year was big and know one had seen him play at this point.
